Advocacy at Three Levels
PSAR’s Government Affairs program monitors, engages, and advocates on issues that directly impact your business, your clients, and property owners throughout San Diego County.
Local
We monitor city councils and county government across all San Diego municipalities, advocating on zoning, sign ordinances, transfer taxes, rental regulations, and other land use issues that affect your business every day.
State
Working alongside the California Association of REALTORS®, PSAR supports and opposes legislation in Sacramento that affects property rights, housing supply, and the ability to conduct business as a real estate professional.
National
Through NAR and direct engagement with our congressional delegation, PSAR members amplify their voice on federal policy including loan limits, mortgage interest, flood insurance, and fair housing.
Legislative Day in Sacramento
Every spring, PSAR joins more than 2,000 REALTORS® from across California in Sacramento to meet directly with the legislators who shape housing policy, property rights, and the real estate industry. This is your association putting in the work on your behalf.

A highlight of PSAR’s experience is the Local Advocacy Luncheon — a focused gathering with state legislators, CAR lobbyists, and regional policy consultants where local issues meet state-level decisions.

The 30-Year Fixed Mortgage
REALTORS® advocated for the creation of the FHA and Fannie Mae, making long-term homeownership financing available to everyday Americans.
Mortgage Interest Deduction Preserved
During major federal tax reform, NAR successfully protected the mortgage interest deduction from elimination.
Banks Kept Out of Real Estate Brokerage
A permanent ban on banks entering real estate brokerage was achieved in the 2009 Omnibus Appropriations Act, protecting consumer choice and competition.
Increased Conforming Loan Limits
PSAR and NAR successfully advocated for higher conforming loan limits, keeping more San Diego buyers eligible for conventional financing.
Statewide Service Tax Defeated
PSAR joined CAR in defeating a proposed statewide tax on services including real estate that would have added significant cost to every transaction.
ADU Barriers Reduced
PSAR supported legislation reducing local government barriers to building Accessory Dwelling Units, expanding housing supply and owner opportunities.
Point-of-Sale Retrofit Mandates Opposed
PSAR has consistently opposed proposals requiring costly home retrofits as a condition of sale, protecting buyers and sellers from added burdens.
Prop 13 Protections Defended
PSAR actively supports efforts to protect Proposition 13 property tax protections for California homeowners.
Rent Control Opposed
PSAR opposes local and state rent control measures that reduce housing supply and undermine the property rights of owners.

Government retrofit mandates tied to the sale of a home unfairly burden transactions and add unnecessary cost.
Accessory Dwelling Units
ADUs expand housing supply without consuming additional land and create new homeownership and investment opportunities.
Homeownership Opportunities
Homeownership is the primary driver of intergenerational wealth. PSAR advocates for policies that expand access.
Private Property Rights
Property owners have the right to use, sell, and develop their property. PSAR opposes unreasonable restrictions.
San Diego County Sign Ordinances
Know the Rules Before You Post
Sign regulations vary significantly across San Diego County’s cities and unincorporated areas. PSAR has compiled a jurisdiction-by-jurisdiction reference covering on-premise for sale signs, off-premise directional signs, open house rules, size limits, and removal requirements.
All signs must be placed on private property with the owner’s permission. State law prohibits placement in the public right-of-way without municipal permission.

IMPAC — Investment in Political Action Committee
IMPAC provides financial support for and against local candidates and ballot measures directly affecting real estate and property rights in San Diego County. Contributions are voluntary and separate from membership dues.
