Why broker compliance is required

Under National Association of REALTORS® by-laws, which every association in the United States must follow, any licensee holding a real estate license under a broker must belong to a REALTOR® association. PSAR collects dues on behalf of NAR, CAR, and PSAR, and the portal lets brokers and their admins manage this requirement for every agent in one place.

Five ways to bring an agent into compliance

  1. Join or renew

    Have the licensee join PSAR through the online member application. Payment required.

  2. Remove from license

    If the agent is not practicing real estate, remove them through the BRE eLicensing site.

  3. Certify as LFRO

    Designate a Limited Function Referral Only agent who handles referrals only. No payment required.

  4. Certify as MLO

    Designate a Mortgage Loan Originator with an MLO license or endorsement, not engaged in other licensed activity. No payment required.

  5. Pay the assessment fee

    A last resort. The non-member variable dues fee grants no membership or benefits. Call PSAR to arrange.

Can I pay REALTOR® dues on behalf of an agent?

Brokers can pay PSAR and NAR dues on behalf of an agent, but C.A.R. dues cannot. Because C.A.R. dues include a political contribution, and California law requires every political contribution be made in the contributor's own name, each REALTOR® member must pay their own C.A.R. dues. California Government Code § 84301 states: “No contribution shall be made, directly or indirectly, by any person in a name other than the name by which such person is identified for legal purposes.”
