Temporary off-site signs pertaining to and in connection with the sale or leasing of housing, business, and industrial subdivisions within the city shall be permitted in all zones, subject to the following requirements:
1. The maximum area of all signs shall be limited to one hundred square feet.
2. Signs shall not be located within required setback areas.
3. Any message on signs located within six hundred sixty feet of any freeway shall not be oriented towards or viewable from a freeway.
4. Signs shall be unlighted only; reflective or fluorescent materials or exterior coatings shall not be used.
